Move plan usage into a Plan usage extension
Plan usage is now an extension you add in Settings › Extensions, and the app reads provider usage only once an extension asks for it.
Plan usage used to be built into the app, which read usage from the Codex and Claude CLIs every five minutes for every user. It is now an extension. Added from Settings › Extensions, it draws the same figures in the status bar, such as “Month 87%” and “Week 5%”, with the same hover card for each provider, plus a rail panel showing every provider’s windows. Without it the app draws no meters and never asks the CLIs for usage.
For extension authors, the app now offers an app feed, app.planUsage, that extensions can list but not write to, a new hovercard view node that shows a second node while the pointer is over the first, and provider-claude and provider-codex icons. Details are in docs/decisions/2026-11-03-plan-usage-extension.md.
A turn that hits a plan limit still gets its failure, but without the reset time when the extension is not added.
