New suites in apps/executor/test/ cover session and turn lifecycle cases for the local, single-Mac setup:

native-agent-restart.test.ts runs the real DeviceNativeAgents against a scripted Codex app-server: restarts during an approval, resuming a saved thread, CLIs that die mid-turn or while idle, and clean shutdown.
local-control-lifecycle.test.ts covers double crashes during reconciliation, retries after a restart, stop and steer racing a turn’s end, and old cursors after a version reset.
local-delegation.test.ts gains restart cases for parent and child sessions.

The local-control harness moved to test/support/local-records.ts so the suites share it. Tests that exposed real bugs are kept out of this PR and land with their fixes.
