Put Settings above a full-width bottom bar and level the header controls with the traffic lights
The bottom bar runs across the whole window, and the panel's header controls now sit in the same row as the traffic lights.
Two changes to the window chrome. The bottom bar now runs under the sidebar, the content panel and the rail, with Settings ending just above it. The extension status and plan usage it shows still end where the content panel does.
The content panel also used to start 6 px below the window’s top edge, which left the rail’s first key and the panel’s header controls below the traffic-light row. The panel now meets the top edge, as it already did with the sidebar hidden, so every header lines up with the traffic lights.
A later change put Settings back at the window’s foot.
